That happens sometimes.
And they're not going to change base stats mid-gen. Sky Forme is treated as a different Pokemon then Land Forme in terms of stats.

I've heard a lot of different stat spreads, to be honest. Another one that's been circulating has 130 base speed (defenses are lower than your spread, though).
It's hard to say but we'll know soon enough, I'm sure =).
