Well, it depends on what you want to use it for......you could go with a mixer, a physical sweeper, a wall, a tank, etc.

Its IV's should be reflective of this as well.

There are a lot of things T-Tar can do, so you've gotta divvy up EVs based on the set.

Like, a mixer would invest in Atk, Sp.Atk, and Spd, physical sweeper in Atk and Spd, etc...

Don't run DDTar (Dragon Dance). It kinda sucks without adequate setup time.

Boah's nifty... I think that's the SubPuncher with BoltBeam capabilities.

Most all Sp.T-Tars run Sub, though...

    Look up Smogon sets.

If you're working on a Physical Wall, why not run Curse? Sand Stream boosts its Sp.Def as soon as it comes out, so you can train it all in HP and Sp.Def, and then Curse to make up for the Def drop, as well as improving your damage output. Curse works well in conjunction with Payback, because of the Spd drops, and you can RestTalk it, too.

What's Dragon Claw doing there? You're walled by Steel types, also... Brick Break or EQ.

Yeah, Like Shine said, Dragon Claw isn't the best of move choices on that set.

If you're worried about Dragons, don't be. Stone Edge hits critical on most dragons due to their usual Flying attribute, and you get STAB from it as well. The exceptions to this are Flygon and Garchomp (who is Uber according to Smogon anyways). Altaria, Salamence and Dragonite will most likely be OHKO'ed after a curse or two, depending on EV's of T-tar and the opponent pokemon.
