But it's a bad idea, considering that you're missing 95 levels of EV distribution.
EV spreads for Little Cup are different. Normally, putting 252 EVs (NOT 255 Tobi, wtf is wrong with you?) into a single stat for a level FIVE Pokemon wastes quite a few. You need to spread them out more.

This is best EV spread for a Little Cup Voltorb, with the numbers in parenthesis being the minimum IV needed to max that stat with the given EVs. This is actually a very common EV spread for Little Cup, by my experience. Considering, like I said, you're missing 95 levels of EV distribution, you have to spread them out among more stats. 196 EVs and 31 IVs in Spd gets it as high as it can possibly go by level FIVE. Same goes for Sp.Atk. With Atk, however, there aren't enough EVs to really make those IVs count- you only need 22 IVs in Atk to max your Explosion damage.

It doesn't just make it easier, it pretty much makes it POSSIBLE. You need the Power Item, appropriate vitamins, and Poke'rus on the Pokemon to train, and EXP Shares on all your other Pokemon to minimize EXP gain... Then you get to experience the glee of battling level 1-3 Pokemon if at all possible to max those oh-so specific EV spreads.
