A Pokemon's performance in Ubers has NOTHING to do with whether or not it's allowed in OU. Ubers isn't even meant to be a balanced tier...it's simply a ban list. People play it anyways but it's the most centralized tier.
(By the way, you see him used in Ubers more than Ho-Oh...but I don't think Ho-Oh should be un-banned, haha)
